Background of the Study

Local government autonomy is a fundamental principle for ensuring effective governance and promoting grassroots democracy. In Nigeria, local governments are often constrained by financial and administrative dependence on state governments, limiting their capacity to make decisions that reflect local interests (Abdullahi & Usman, 2023). In Birnin Kebbi Local Government, this lack of autonomy affects the delivery of essential services, undermines democratic accountability, and hinders the active participation of citizens in governance (Musa & Bello, 2024). The Nigerian constitution provides for local government autonomy, but political realities often result in the centralization of power at the state level. This study examines how the autonomy of Birnin Kebbi Local Government influences grassroots democracy, exploring the implications for local governance, service delivery, and political engagement.

1.2 Statement of the Problem

The struggle for local government autonomy in Nigeria has been a longstanding issue, and in Birnin Kebbi, the lack of financial independence and administrative freedom has significantly impacted grassroots democracy. The limited decision-making powers of local governments restrict their ability to implement policies that directly address local needs (Ali & Idris, 2023). Despite ongoing calls for greater local government autonomy, there is a lack of comprehensive analysis on how this affects the functioning of local democracy in Birnin Kebbi (Sani & Ibrahim, 2024). This study seeks to fill this gap by evaluating the effects of local government autonomy on grassroots democracy in the region.

1.3 Objectives of the Study

  1. To assess the level of autonomy of Birnin Kebbi Local Government in terms of decision-making and financial independence.

  2. To evaluate the impact of local government autonomy on grassroots democratic participation in Birnin Kebbi.

  3. To propose measures for strengthening local government autonomy to enhance grassroots democracy.

1.4 Research Questions

  1. To what extent is Birnin Kebbi Local Government autonomous in decision-making and resource management?

  2. How does local government autonomy affect democratic participation at the grassroots level?

  3. What steps can be taken to enhance local government autonomy in Birnin Kebbi?

1.5 Research Hypotheses

  1. The lack of autonomy in Birnin Kebbi Local Government limits democratic participation at the grassroots level.

  2. Greater financial and administrative autonomy of local governments enhances the delivery of services and strengthens local democracy.

  3. The centralization of power at the state level negatively impacts local government effectiveness and citizen engagement.

1.6 Significance of the Study

This study offers insights into the critical role that local government autonomy plays in the effectiveness of grassroots democracy. Its findings will contribute to ongoing debates on decentralization and governance reforms, offering practical recommendations for policymakers and stakeholders. Strengthening local government autonomy will enhance democratic processes and improve service delivery in Birnin Kebbi and similar regions.

1.7 Scope and Limitations of the Study

This study focuses on the impact of local government autonomy on grassroots democracy in Birnin Kebbi Local Government. The research will primarily rely on data from government officials, local leaders, and citizens. The scope of the study is limited to the sampled local government, and the findings may not be directly applicable to other regions with different governance structures.

1.8 Operational Definition of Terms

  • Local Government Autonomy: The ability of local government institutions to make independent decisions regarding policy, governance, and resource allocation.

  • Grassroots Democracy: A form of democracy that emphasizes the active participation of ordinary citizens in political and decision-making processes at the local level.

  • Decentralization: The transfer of authority and responsibility from central to local government levels.
