Background of the Study
Local government autonomy is a fundamental principle for ensuring effective governance and promoting grassroots democracy. In Nigeria, local governments are often constrained by financial and administrative dependence on state governments, limiting their capacity to make decisions that reflect local interests (Abdullahi & Usman, 2023). In Birnin Kebbi Local Government, this lack of autonomy affects the delivery of essential services, undermines democratic accountability, and hinders the active participation of citizens in governance (Musa & Bello, 2024). The Nigerian constitution provides for local government autonomy, but political realities often result in the centralization of power at the state level. This study examines how the autonomy of Birnin Kebbi Local Government influences grassroots democracy, exploring the implications for local governance, service delivery, and political engagement.
1.2 Statement of the Problem
The struggle for local government autonomy in Nigeria has been a longstanding issue, and in Birnin Kebbi, the lack of financial independence and administrative freedom has significantly impacted grassroots democracy. The limited decision-making powers of local governments restrict their ability to implement policies that directly address local needs (Ali & Idris, 2023). Despite ongoing calls for greater local government autonomy, there is a lack of comprehensive analysis on how this affects the functioning of local democracy in Birnin Kebbi (Sani & Ibrahim, 2024). This study seeks to fill this gap by evaluating the effects of local government autonomy on grassroots democracy in the region.
